Provincial Nominee Programs (PNP)

Provincial Nominee Programs allow Canadian provinces and territories to nominate foreign nationals to become permanent residents of Canada. These individuals are selected based on their skills, education, and work experience needed to support the local economy of the province/territory. The provinces have an extensive role in selection of economic immigrants.

This program is for workers who:

  • have the skills, education and work experience to contribute to the economy of a specific province or territory
  • want to live in that province and
  • want to become permanent residents of Canada

Each province and territory have its own program streams and requirements.

For example, in a program stream, provinces and territories may target

  • students
  • business people
  • skilled workers
  • semi-skilled workers

Non-Express Entry:

In the non-express entry stream you apply directly to the province or territory for nomination. You must meet the eligibility requirements of the stream in order to for the province to nominate you.

Once you are nominated by the province, you need to apply for permanent residence (PR) with IRCC. The application times are longer than the Express Entry stream.

Express Entry:

There are two ways to apply under the Express Entry process.

  • Contact the province or territory directly and apply for nomination under an Express Entry Steam. Once the province has nominated you then create an Express Entry profile and show you have been nominated.

Or

  • Create an Express Entry profile online first and the province or territory sends you a notification of interest. You would then apply for their Express Entry stream and accept the nomination if eligible.
